Limits the surfaces that some special buildings can be placed on. Electromagnetic plants can only be built on Fulgora, Foundries on Vulcanus & Cryogenic plants on Fulgora, Aquilo & in space.

There's some logistical impacts to these changes. The main one is that Quantum Processors must be made on Fulgora.
