From what I see, your mod "no trigger unlock" broke the tech tree (at least the beginning).
I didn't check everything.
You have 2 choices:
Either you just /c game.forces.player.technologies['warp-generator-1'].researched = true to research the missing tech that's supposed to trigger the timer, or you can restart without that mod.
For the armor, I started a new game and got the armor as expected with your mod list, so i'd believe either you lost it or something overrided it in the armor slot at some point, because you're supposed to get it once, as soon as you move on any planet other than nauvis (and I don't have any other condition except that to get it).
