Adds a 'Research Admistration' building that can be sent circuit network signals to control the research queue.

Would be great if we could get the ingredient by feeding it a signal. kind of like a recipe combinator.
Yeah, I plan to support that in an upcoming version.
This works now, but it's pretty annoying to use, because the building doesn't have separate input and output networks. I will try to fix that, but it will take some time.

bug report: researching a tech that has been removed because a mod has been removed, but not the signal crashes the server.
