Both technologies unlocks the steam turbine.

Option A: replace SE Steam turbine technology

Option B: move it near to Nuclear power after rocket science

I don't understand what is the problem, if two tech unlock the same thing that not a problem, it's already the case in space age. What is "SE" ?

Also, please take a look, just enable your mod and the Space Exploration overhaul mod; then look for the Steam turbine in the tech tree, you will find that your technology totally overrides what the SE tech Steam turbine does. I'll try this week to push an MR to your mod

Sorry I still don't get what is the problem I tried and have no problem using my mod with space exploration.
