I'm not sure if quality affects spoils in any way. I haven't seen anything like that around the quality setting. I personally play without spoils, so I haven't noticed anything

If it affects spoils, it's not part of the quality configuration - the game doesn't support it OR you have another mod that blocks it. Only the quality level should affect spoils, which if it doesn't work, is not a problem in my mod. The game wiki shows it in a different spoils time, so the problem will be on your side
