The author of the blueprints responded. The system uses a fluids whitelist to identify fluids, and modded fluids have to be added to the constant combinator at any depot. One snag I ran into is that when creating the signal and searching for concrete mix, it shows up in both the intermediate products and fluids tabs and they look identical. Initially I hadn't noticed this and chose the intermediate products signal and it didn't work. Switching to the fluids tab concrete mix signal fixed the issue.
