I believe the extra step should be rewarded by more steel produced. I would go for 4 iron + 1 stone + 1 coal => 2 steel. The ratio are more close to real life need to make steel.
Also, 3.2s give very unround number with assembler. 4s, 8s or 16s would give more round number.
