g Error with base 2.0.28 - Failed to load locale Read file is not UTF-8

With the new base version the mod cannot be loaded. Full error message:
"Failed to load locale: Read file is not UTF-8: ElectricTrains/locale/de/de.cfg"
I modified the mod and resaved the cfg with UTF-8 encoding ( after updating misencoded characters).
Problem fixed.

Oh, the German locale file...yeah, that probably needs to be toasted and replaced anyway, it's incredibly out of date.
